What works well for me is to spray the buggy area with 3% hydrogen proxide solution. The hydrogen proxide will not remove wax or damage paint. It does serve asd a wetting agent to keep the bugs wet,long enough that it allows water to saturate the dry bugs so they wipe off easily. Also, the hydrogen proxide reacts with the bug guts, it foams like on a cut or scratch. This foaming action also helps loosen the bugs. I buy the large bottles of hydrogen proxide from the grocery store, add a pump sprayer head to sprits the bugs on my car. wet them with proxide, let it soak for a few minutes, then wipe the bugs right off with a damp / wet rag. Atleast twice as effective as plain water.
I read about using HP last summer, with the story saying many detail shops use it to remove bugs. It works remarkably well at removing bugs without removing the wax or damaging the trim and paint.
