Why have you waited so long. you said you had it for 15 years. If you had planted something, grass, or any seed but weeds, Buy a large truck load of dirt and let him (dump,spread ) it over a small area, then mix or spred and mix it in . Then experimental plant some sample garden items. Or go to your local farm bureau office and find out where you can have the soil tested. How do you know its (dead) soil?. Many other things that can be done, that I have not mentioned. In a way I feel very sorry for you, but at least you did ask for help.
