FUNNY, after writing the previous posts earlier, I got a call to check out a furnace problem... no heat to the basement family room.
Had one of these Honeywell valves, and the stem was sticky, like yours.
I have new ones at the shop, but didn't want to make a 60 mile round trip to grab one, so I pulled it apart. There are 3 tiny "O" rings in grooves in the stainless steel stem, and they looked to be in good shape. There was some crud on the face of the brass bushing,so the stem was tight lengthwise, the snapring was hard to remove.
I took it apart and cleaned up the stem and bore and emery clothed the crud off of the face of the bushing and slathered a little 5-30 syn oil on it and put it back together and it works fine.
