You might be surprised about how Officers are investigated. I supervised 20 to 250 at various times and they may love writing tickets but the report they really hate to write is the one explaining their actions in reference to a complaint.
If they keep getting complaints about the same thing over and over it is not the Officer but the supervisor who has to justify his subordinates actions and speaking from experience after a certain amount of the same complaint I tended to start giving them much more credence.
