In SC those withpout a license can drive a moped. If they drive it drunk they are in trouble. Mopeds are supposed to go only 35 mph. Word is years ago some politicians got into importing mopeds and got the law passed allowing them so they could sell more. Illegal to operate them on the interstate, along with farm machinery. They are somewhat of a nuisance to other motorists and are often refferred to as "likersickles" since some people who have lost their licenses for DUI have them. To be fair, some people have them because they can't afford other transportation.
