Good point, if the meter is outside. Here in Michigan, water meters are almost always indoors, and use some sort of remote sensor so the city can read the meter without coming in the house.
I purchased a house recently at a tax auction. Naturally all the pipes were frozen, and I had to have the meter replaced. The water guy showed me that the meter has a plastic panel on its bottom which is designed to break when it freezes, protecting the bronze meter body. So if a meter freezes, it probably will need to be replaced.
