I assume we're working on an updraft carb, as in a TO series tractor?
If so with the engine off, throttle in fast position, the linkage arm from the governor will be spring loaded to the throttle plate wide open position.
With the throttle in idle position the linkage arm from the governor should return, closing the throttle against the idle stop screw.
The choke is simply a straight linkage from the choke to the bracket under the dash, not connected to the throttle in any way... That is if we're talking about the same animal!
