IIRC that's the reason. That's for K-1 kero out of the pump. Kero going into a home fuel tank you don't sign. Last time I got kero I didn't need to sign though. Maybe someone figured out that since K-1 is at about $4.75 a gal and on road diesel is at $3.90 it's not likely anyone is going to fill up with K-1!!!
FYI- I run farm diesel in my salamander thats designed for kero. Always have, never had a problem related to fuel.
