If you want pure strength then perhaps the square tube would be stronger; however, I do not show a 3" x 3/8 tube or pipe (they are different) in any of my structural tables. Also the square tube is most likely ASTM 500B, where the round tube could be a pipe and actually be a different alloy which could be stronger (yield point) and could be a tougher steel especially considering your application.
