I remember about 10-15 years ago, there was a discussion in congress about making the date stamped on the outside of the envelope by the post office at their receiving it...would be the date the "bank/credit card co. etc would have to accept as their own "having received" date! That would stop the "sitting around on someones desk" excuse. Guess enough of our beloved leaders got paid off and didn't go through with it after all. Maybe one of these days we might accidentally get some real people in congress that actually give a flying hoot about us....not holding my breath.
