Do some CSI work... Look closely at the wear patterns on the drive gear. If you can't see wear, hit it with sone spray paint, see where everything is running.
How deep are the gears engaging? Are the teeth only engaging the tips and overriding when it jams? Are they meshing too deep, binding the starter?
Is the drive going in laterally too far? The body of the drive hitting the flywheel? Not going in far enough?
With this information, your rebuilder will have a better idea what's going on and how to correct it.
