Just my penny's worth, have done a lot of starter work, automotive and tractors, brushes, bushings, etc. etc. I seems like the NEW parts now days are JUNK. I have better luck repairing starters with used parts than new. You know where the new parts come from, and most of the time there no good. I have dealt with new drives and there a joke, I don't know if USA parts are even available anymore. Did he put a new bushing in the drive end? It has to be good or will bind. If it's not retracting the spring in the delco type switch is not strong enough to pull it back, there usually are spacers in the end to limit travel, are they in there, if not it will over engage and could stick. Sounds to me like the drive is binding, probably a china knock off that just isn't quite the right dimension. Don't mean to preach but I know what your going through, it's frustrating.
