Just to add, If the light comes on steady, it is shorted & no good. I think a leaky one breaks down the wax paper & carbon tracks & loses it's capacity. A collapsing field will put close to 100 volts to a condenser so a 110 volt tester is good. If you have a way to charge up a condenser & it is leaky , it won't hold the charge for long.
