Short answer to your question is YES. Only thing exempt are golfcarts. Here is the reply I got back from BMV. They really don't care what you use it for, register and send in $30:

As of January 1, 2014, Indiana residents will register and be issued decals for their off-road vehicles and/or snowmobiles with the Bureau of Motor Vehicles (BMV). Legislation passed in the 2013 General Assembly transferred the responsibility from the Department of Natural Resources (DNR) to the BMV. The DNR will be partnering with the BMV to ensure a smooth transition for all registered off-road vehicles and snowmobiles at the convenience of Indiana residents.

How to Register Your Vehicle:
Your DNR registration will remain valid until its expiration date. When you are ready to renew, please go to www.myBMV.com and create a myBMV account. Go to "My Registrations > Register an Off-Road Vehicle or Snowmobile." The off-road vehicle and/or snowmobile title(s) the BMV has on record for you will be listed on the "my Off-Road Vehicle or Snowmobile Registration" page. Simply select the vehicle that you choose to register and follow the registration wizard.

If you have not titled your off-road vehicle and it is less than five (5) model years old, you must visit a BMV license branch and apply for a certificate of title prior to processing a registration. Snowmobiles do not require a title regardless of model year. If a title is not required, you may process a registration for your vehicle online. Enter the Vehicle Identification Number (VIN) twice and select "Validate VIN." You may also be prompted to enter the year, make and model. Once the vehicle information has been entered, select the vehicle to register and follow the registration wizard.

Off-road vehicle and snowmobile registrations may also be processed at any BMV license branch. Requests for replacement registration documents and/or decals must be processed at a BMV license branch. Replacement transactions are not available on the Web site at this time.

Please note that the rules surrounding operation of off-road vehicles and snowmobiles in Indiana were not affected by this legislative change. You may review The Handbook of Indiana Off-Road Vehicle Laws and Safe Operating Procedures for ATVs and Snowmobiles available on the DNR Web site (www.IN.gov/dnr) for more information.
