One of the best dogs we ever had was adopted from a parking lot just like that. Agree they need to be throttled. At least it's safe and warm now, even if you do find it another home it will be taken care of. We watch the animal cops Detroit once in a while. Live 30 miles from the city but know it pretty well. A couple times I've come close to going for a ride and finding some of the butt heads that mistreat defenseless pets. Good for you and Merry Christmas.
