Jim, if the two tires of a different "ply," that would account for the sidewall thickness difference. If one was a high tread or deep lug, sometimes called a "rice and cane" and the other a low tread "ground" tire, that would account for the difference in how "tall" they stood. Other than that it might be just a matter of one new and the other old and worn, but 4 inches difference is a lot for that to be the case. For myself, if I could, I would match them up by putting another new tire on, that's just me and my opinion. It's true they will likely be run in the dirt and all, but the differential will be "differentialing" all the time with uneven tires even when you're going straight ahead, resulting in a little more wear than you might expect otherwise.
