Most county officials just want to stay out of these types of disputes, so they are happy to just let the affected parties settle it themselves. The officials may even have suggested that the developer divert the stormwater onto farm ground so the local governments wouldn't have to spend more taxpayer money on a new storm sewer to remove the water. That has happened before.
Unless the farmer can find a low cost solution for the developer, this could be an expensive fight. It might be best for the farmer to sell the affected ground to the developer at development prices.
In this case I would get the best drainage lawer in the area on retainer just to show that I'm serious and also to prevent the developer from hiring that same lawyer.
