That line must be the return line. I could either be the return line to the reservoir or the gravity feed line from the reservoir line to the pump. Those aren't usually routed very far, so I am guessing it is the return to the reservoir If it were the line out of the pump to the steering it wouldn't be spliced as the pressure is so high it would blow off. I have given it the college try when I was in a pinch. It just doesn't work.
So that line must run from the steering cylinder or torque motor back to the reservoir. Even though that is the low pressure line it would still empty in a hurry.
