Might have been a little more even if the tractor weight was the same as the steam engine and the drawbars the same height.
The steam engine is pulling up on the rear of the tractor from the start and most likly the steam engine is twice as heavy.
I hooked my IH Scout to a willeys jeep one time. If you held the brakes neither truck could pull the other. If both took off spinning which ever one took off first would pull the other with ease. If you quit spinning when being pulled backwards and pressed the brakes you could stop the other.
