Surfing the web on a business computer running Windows is just asking for a virus infected business unless you also have a firewall and proxy server appliance.
I would keep those activities separate from my business computer and protect them accordingly.
Back to the mouse issue, if your current mouse is a USB mouse, wireless or not,
you might try uninstalling and reinstalling you USB controller via device manager.
Uninstall it then reboot. Windows will reinstall it.
