Kinda depends on what you intend it for. Pretty much every action made is available in .223: autoloader, bolt, break-open and I assume someone has made a falling-block rifle in .223.
Why .223? It's a popular caliber, but there are dozens of others to choose from. Or have you already in fact decided you want an AR, and ARs are typically chambered only in .223? (5.56 NATO for the nitpickers) Or do you like the (relatively) cheap ammo?
