You can buy an AR15 same or cheaper than you can buy a Mini 14. Now that the panic is "over" you can find new ARs in the $600 range all day long - base Mini 14s are the same price range.
DPMS is probably the best way go on a budget (same rifle as a Remington). The Olympic Arms AR is a bit cheaper and probably as good, but you can't shoot cheap steel ammo in one of those. A small step above them are the Bushmaster and the Colt.
For a bolt action "cheap" I'd go with a Marlin X7 before I'd consider a Savage 110. Basically the same rifle but the Marlin is standard with the accutrigger. Bud's Gun Shop has them for $332.
