It technically belongs to the person renting the dumpster up until the time the disposal company picks up the dumpster. Either way the guy was in the wrong unless he had permission to take the stuff. If the dumpster was on the disposal company grounds or at a transfer station the disposal company was right. Many folks don't know that disposal companies sell a portion of the waste that people pay them to haul away.
Also, with the advent of mandatory recycling municipalities are creating no scavenging laws.
