Normally I go over the "rust reformer" product with regular Rustoleum paint.
My experience with the rust reformer paint is mixed. I painted my front porch railings with it a few years ago. I did not top coat. They have not rusted one bit.
I used it to paint the insides of the doors on my truck, trying to stem the tide of rust, and the panels would be rusty again within a few days. Even if I wire brushed them down to bare metal and hit it with the primer.
