No problem there LON, as long as what he is using is a LED bulb. What your thinking of is a CFL bulb. A CFL, like any florescent bulb, is slow to light in the cold.
A LED bulb is not affected at all by cold, and will light instantly and full bright at any temperature.
The best LED bulbs I have found are Cree brand LED's. They are 9.5 watt, the light equivelent of a 60 watt incandescent. Avalible in 2700 or 5000 K light temp, only at home depot for $12.
