If he was waving it around and being reckless, then yes. If we give people the chance to do the right thing MOST people will. I had a pocket knife taken away in 5th grade. I had carried it for a year and carried one most every day after, never carved up tables or kids the entire time. The bad thing is I was NOT an angel by any means.
