The whole idea of the guvment running out of money is ridiculous, anyhow- they're printing 80 billion a month that they don't have so they can buy their own Treasury Bills (the so-called "quantitative easing" program)- and obviously printing even more for the "essential" programs and people- so why even bother with a "budget" at all? Just print up what they need, and the devil take the hindmost.
