I'd think a lot of that depends on your agreement with the seller. What are they expecting? For you to make it barely road legal? New tires? If all you agreed to was finding some road legal tires just get the used ones. It's highly unlikely they'll blow hauling it empty 250 miles. If the buyer is under the impression your getting new tires put on the trailer then get the cheapest new ones you can.
This brings to mind buying a car that's advertised with "new tires"! Which actually says to me the old ones were shot and they spent $200 on the cheapest crap they could find and put them on to bring the price of the car up $500. I'd rather buy the car and get it for $200 less then I could decide what tires I wanted to put on and live with for the next 5 years. But on the flip side a lot of times putting on cheap tires works for the seller and you are under no obligation to spend more than necessary to satisfy the terms of the sale.
