Much depends on how much work they are actually doing IN school, along with how much individual attention they get there. 15 to 45 minutes a night is not very much homework.
If you take a look at an elementary text book for kids in the 1800s - I bet many adults with college degrees could not do the work. Kids used to be challenged a lot more intellectually.
I (we) raised four kids who went thought the public school system and I've had my fill of it. My newest 5th kid who is now 9 years old, and my 7 year old grand-daughter are both being home-schooled. They are both miles ahead of the average kid their age in public school.
It's funny you mention having to participate and maybe don't want to? When my kids were in public school I participated a lot and called the teachers out on many issues that they were wrong about. I've met many ill-informed public shcool teachers along with a few that were just plain dumb. In the local teacher's college here (SUCO in Oneonta, NY) teachers get their bogus master-degrees whether they actually earn them or not. I know that since I was in a few post-grad courses and met many a new teacher getting handed degree in courses they should not of passed. I was also friendly with a few professors who were pressured to hand out degrees to new working teachers working on their Masters.
Note that I'm not saying it's that way everywhere and I'm sure there are some good teachers along with the bad ones. Can't say I've met many though.
