If neither side will drive, it is possible that the pump drive went bad. This would dissable both pumps. On any hydro system that I have worked on for skid steers, there is no pump control valve. They are piston pump with moveable swash plates. These plates are hooked up to the linkage from you control handle. As you move your control handle, it moves the swash plate from neutral, thats where the pistons aren't moving in the sleeve and are pumping no oil, to the corrcet position for the speed you want whether it be forward or reverse. I have never seen both sides go bad at the same time because each side is a separate system with it's own pump and motor. I'm not saying it can't happen but, I would check the pump drive system first.
