Non-violent offenders are allowed to volunteer for public service here. Many do so just to get out of jail for the day. There are a couple of rules, work has to take place on government property and has to be work government/county employees do not normally do. Juveniles are a different story, a parent is required to assist his/her child with community service and they can work on private property.
