In Washington, you can go either way- put enough tonnage on the truck to cover both truck and trailer, or do each one separately. But usually makes more sense to put it all on the truck, especially if you have 2 or more trailers, then they're all covered for just one price.
The GVW stamped on the pillar of the truck really isn't what determines how much tonnage you need- because that is just the GVW that the truck itself can carry, not how much it can carry AND tow. I add the GVW of the truck to the loaded capacity of the trailer- I think I have 20,000 on my rig now.
