when you turn the key on the pump should run for about 2 seconds then turn off unless you are cranking the engine, pump should run constantly while cranking. Crankshaft position sensor sends rpm signal to pcm so pcm keeps pump on. The problem you describe is usually a fuel pump , and the suggestion to check the power wire to pump is a good one, if you have a good ground and power to the pump and it is not running, pump is bad, and they can be intermittent like that.
