I will second or third the twine disk not holding the twine. Before you tighten it down look in the twine disk and see if there is old dry grease in it. I have had two different ones this last year that just had rock hard grease keeping the arm from gripping the twine in the twine disk. If it is clean then just adjust it a little tighter and see if you can pull the twine out of it by hand.
Matter of fact try to pull it out before you do anything. If it pulls out easy you can compare it to the working knotter and make it match.
