If that's screwed into the carburetor than its like was said a fuel shut off. Actually shuts the fuel off to the main jet. Had a Toro set up that way if you left it sitting for a couple of months it would stick closed and the solenoid would not pull it open. Take it out and clean it might be all that's wrong Not bad for $25
