If the wires are on the carb, and they are hooked to a round like object its the electric fuel shut off. Its so that when people shut the engine off it won't continue to draw raw gas into the cylinders.
I see a lot of people will shut off a mower with the engine at full throttle. I ask them if they shut their car off at full throttle or do they take their foot off the gas pedal?
