The micron rating of the filter is the size of the particle that will pass through the filter. A 25 micron filter will allow larger particles to pass through it compared to a 10 micron filter.
Since a 10 micron filter is more restrictive than a 25 micron filter the oil flow though it may be more restricted and cause the bypass valve to open with less system flow than the 25 micron filter.
