I have no use for the cable type spare tire carriers. It's been my experience that they work for about 1 year when new. Have a flat on a snowy wet night,and the SOB is frozen,corroded or just plain stuck. I remove the spare when the truck is new and put it in the bed.
In your case if you have to have the tire under the bed,buy a new carrier, lube the heck out of it, and hopefully it will work when you need it. I would not try to patch the cable, if the patch gives out,you will be sending an eighty+ pound missile rolling or bouncing down the road,wrecking havoc on oncoming traffic or pedestrians.
