I'm with Steve in VA--POR-15 is the usual choice of professional restorers--not cheap, but it's good stuff, and the cost of doing it right the first time is minor compared with having to re-do it or fix it if it's went too far. Did a '94 F-250 frame a while ago that still looked good when I sold it several years later in spite of being parked outside. They have a 3-step process--a cleaner, then a prep/converter, then the paint. I've always bought mine direct though they also have dealers.
