My PTO stops turning when bush hogging I have changed the filter and the oil level is fine. I have check the PSI going to the PTO clutch and before it only 190 let the tractor warm up and it will drop to 160 I have tried shimming the PSI valve still the psi will not change I have found that it needs to be any where from 220 to 250 could my pump be gone bad. my steering is fine any way I can check the pump
