Depends a lot on how fast you drive. As a Michigander, I have to assume you drive like a maniac, in which case figure 17 mpg for a typical 5.3 Silverado. Slow down to the speed limit and you'll probably see 19.
I don't know which "small" SUV you're thinking of, but most don't do much better than 20 mpg. Depending on what you intend to haul, the ten percent penalty in mileage probably isn't worth worrying about.
Rather than ask a bunch of opinionated old pharts who have never driven the vehicles in question, you can go to the source and get the EPA ratings. Those are apple-to-apple comparisons based on dyno tests running identical trip profiles. I've found the "combined" ratings to be dead on with my mileage. Comparing three vehicles on fueleconomy.gov, I see the following "combined" ratings:
