I can't recall if the 2640 needs transmission oil pressure to operate both the high and low . Or if it will fail to either high or low with no oil pressure. Of course check the oil level. Has anybody ever changed the transmission filter , cleaned the screen and added fresh Hy-Gard? Free travel on the clutch pedal? Hours or the tach? Is this a loader tractor? Has the tractor ever been serviced by a JD dealer ?
