I had a similar sized B&S and the starter quit. I took it off and found that it was really clogged with dust and dirt and turned hard. I used a can of spray carburetor cleaner to get the starter clean and then put some light oil on the bearings at both ends of the shaft. When I put it back on the lawn tractor the starter worked like new. I used that tractor a couple more years, until the engine and the mower deck were completely worn out. Good luck!
