The over-running clutch should spin in one direction only when working properly. You say the coupler spins in both directions "on the shaft". If it spins on the shaft I would guess the roll pin must be sheared off. If the roll pin is truly sheared off, it should be possible to force the coupler off the end of the shaft by either using a puller or a pry bar.
