The bolts will loosen in the direction the blades turn. They can be very tight some times.
I would not heat them you'll ruin the seals and the fiber washers that are on top and bottom of the blades. Once the seals are ruined that will allow dirt to get into the bearings.
If the mower is an "L59" the bolts are left hand thread.
