John, used tires common on new trailers. I've come across this awhile back while shopping for a flatbed. I guess they do it to keep the cost down after building trailers. Quite a few of them on fleabay like that from places that sell larger quantities. Also, the 4-pin flat thing not out of the ordinary here either. The way it's stated in Illinois I believe is anything over 2999# requires brakes. They keep it right at 3000. Not sure about the double axle requirement though. Then again, like I mentioned, I do live in Illinois.......
