Those tractors have a viscous fan drive like the fan clutch on a car. When it is running hot shut the engine off and see if the fan spins. It should turn "stiff" if the drive is working. If the drive is bad the fan will spin easy as the drive is not turning the fan. The drive will never lock up solid but when you shut the engine off it will stop turning right away if working properly. As others have said the plastic water pump impellers have caused problems also.
