Justin: The square looking clamp #14 wraps around the steering column. It is replaceable without removing the column. It wraps around and there is a nut welded in one side and a hole in the other. So you spread it open and the close it around the column. You put the nut half toward the column and the hole toward the top. So when you put the bolt #13 through the hole and then through the nut it holds itself together.
IF this clamp is broken it can fall clear off. Someone may be broke it and took it off. Then they just jammed the bolt at the top of the column.
If the clamp is clear gone than you should be able to see the slots in the bottom of the outer column. This is where the isolator/friction strip #12 goes in. This material is on the inside of the outer column. You can't see it very well. You want the clamp to be across the cut outs. That way the column can contract a little on the isolator/friction material.
