Your JD 4010 should have the exact type of throttle linkage as what we pictured in earlier posts. If it does not then some one has taken something off. You will find tightening the bolt you have will not last very long and it can damage the top of the steering column. There is ZERO friction material under that top bolt. You are just rubbing steel on steel. It will not last long that way. That bolt is just to hold the cast piece to the outer column that had the throttle linkage on the bottom. The bolt in yours does not look like the correct one either. It looks like some one just put a regular bolt in the hole. It would not have the tapered end like the original would have had.
I have seen the clamp strap break and drop off. Then there is not an external clamp anymore. If you go back to the earlier post with the parts diagram. The clamp is #14 and the bolt is #13.
As for getting to the adjustment bolt you just need to remove the two bolts on each side of the top dash panel. Usually takes less than two minutes. Actually you can reach it with just the back panel removed if you have smaller hands/arms. That panel takes one bolt.
Not trying to start an argument. If you like things fixed right then you have not gotten that done yet. If you just want it to work for a short time then what you have done will be an emergency repair. Sorry about the bad news, your more than likely not done with it yet.
