A rotary hoe and a rototiller are not the same implement. Rotary hoes use finger wheels and are used to break the crust, aerate the soil, incorporate herbicides and rip out small weeds before they have formed a taproot. In the past they were often used for the first cultivation before the plants were large enough for a conventional cultivator. Do a web search for "rotary hoe" and you will see what one looks like.
